These days, flights are full. And everyone seems to want to carry ALL their bags onboard with them, notwithstanding the airlines' published (but largely unenforced) restrictions on size and number of carry-ons. It's a safety hazard... it slows down boarding... it's a downright dirty shame. What's to be done? Place baggage "templates" at security checkpoints (as United has done), so oversize bags never make it to the gate. Use the baggage "sizers" most airlines already have (but rarely use) at ticketing counters and at the gate. Do nothing... it's not really a problem. None of the above. I'd like to see...
